For the outdoor condensing unit, first separate what the thermostat or normal controls request from what the indoor and outdoor equipment actually do. Note airflow, temperature change, timing, sound, odor, visible water or ice and whether the problem affects one room or the whole home, without opening a panel or reaching into equipment.
For a useful estimate, ask which outdoor and indoor tests are included, whether an electrical fault is isolated before component replacement, and how restored cooling will be verified. Heat, debris, coastal exposure, recent storms, utility service, equipment clearances, and electrical-permit practices vary by property and location. Without touching the cabinet, record whether the thermostat is calling for cooling, the indoor fan is moving air, and the outdoor unit is silent, buzzing, cycling, obstructed, or surrounded by standing water. An outdoor section that never starts is not the same condition as a stationary fan with other equipment sounds, and visual observation cannot distinguish a control interruption from a motor or power problem. A technician can verify the call reaching the outdoor section, disconnect and branch-circuit condition, contactor and protection states, motor operation, coil condition, and system performance using appropriate instruments.
